What’s Changing and Why It Matters
If you've been a New Jersey driver for more than a few years, you've probably noticed that state vehicle inspections have changed significantly. What used to be a more thorough check-up for your car has quietly shifted into something a bit... less comprehensive. This is due to the state no longer performing safety inspections on most vehicles. Instead, the inspection process now focuses solely on emissions, meaning our car’s brakes, lights, suspension, and tires are no longer part of the state’s inspection process. So what happened, and how can we move forward?
The Shift from Safety to Emissions
For years, New Jersey's Motor Vehicle Commission (MVC, formerly DMV) required both emissions and safety inspections on passenger and private vehicles. This meant your car had to not only run clean but also meet basic safety standards to be considered roadworthy and pass state inspections.
But since 2010, the state has phased out safety inspections for non-commercial passenger vehicles. Now, unless you drive a commercial vehicle, you're only required to pass an emissions test ensuring the vehicle meets federal air quality standards every two years. The state argued that most modern vehicles are safer and better maintained than they were in decades past, thanks in part to technology and regular service intervals recommended by manufacturers. Safety checks were deemed to be largely redundant, and abolishing them saved money.
On one hand, this change streamlines the process and reduces wait times at inspection stations. But on the other hand, it raises some valid concerns. Without state oversight, the responsibility for identifying unsafe vehicles on the road now falls entirely on drivers themselves or the automotive repair shops they bring their vehicles to, and to some extent, police. Law enforcement can ticket drivers for things like broken lights or bald tires, but it’s a reactive system. By the time someone’s pulled over, the hazard may have already been a problem for weeks—or worse, caused an accident.
Emissions affect everyone, not just the driver of a poorly maintained car. However, safety issues like bald tires or broken brake lights don’t just affect the drivers of the vehicles… it can affect everyone on the road around them. That might be fine for those who regularly check and service their cars, but what about everyone else? Without that third-party safety check, issues can easily go unnoticed until it's too late. Registration fees have increased over the years, with no clear tie to improved services or benefits for drivers.
